NEDC Business Plans for Indigenous Entrepreneurs on Vancouver Island
Nuu-chah-nulth Economic Development Corporation (NEDC) funds feasibility studies and business plans. Through its Business Equity Program (ABFP), delivered with NACCA, a non-repayable contribution can cover up to 75% of business planning and support costs.
What Is the Nuu-chah-nulth Economic Development Corporation?
NEDC was formed by the Nuu-chah-nulth to provide business support and financing to Indigenous entrepreneurs. Its board represents each of the 14 Nuu-chah-nulth Nations. NEDC has provided loans, financing and business advisory support to First Nations clients since 1984, for people starting, buying or expanding a business on Vancouver Island.
NEDC’s stated purpose includes commercial financing for Indigenous entrepreneurs and First Nation community-owned businesses, and funding feasibility studies and business plans. Every client works with a dedicated Business Development Officer (BDO).
For business plans, the key program is NEDC’s Business Equity Program (ABFP), delivered in partnership with NACCA. The contribution may not exceed 75% of business planning and support costs, or 40% of eligible capital and operating costs.

NEDC Loans and Non-Repayable Contributions
NEDC’s programs have different eligibility requirements. Your Business Development Officer builds a financing package from the funds you and your project qualify for.
Business Equity Program (ABFP)
Delivered with NACCA. Non-repayable contributions of up to $99,999 for entrepreneurs and $250,000 for community businesses, for the capital, marketing and operating costs of establishing, expanding or acquiring a business, and for business planning and support.
NRT Equity Match
With New Relationship Trust, for entrepreneurs from BC First Nations, including community businesses. The match may not exceed 25% of eligible project costs and must be offered with financing.
Nuu-chah-nulth Contributions
Non-repayable contributions for Nuu-chah-nulth entrepreneurs and community businesses from contributing member Nations of the Nuu-chah-nulth Tribal Council.
First Citizens Fund (FCF) Loan
With All Nations Trust Company. A 40% contribution is applied to the loan principal as you repay. Lifetime maximum $75,000 plus a 1.5% administration fee; minimum 10% equity and 51% Indigenous owned and operated.
Business Loans
Loans for individual entrepreneurs and Nation-owned businesses, with flexible terms, interest rates and repayment options.
Indigenous Women Entrepreneurs
Loans and non-repayable contributions for businesses at least 51% owned and operated by Indigenous women, plus workshops and mentorship.
Who NEDC Serves
NEDC serves Indigenous people looking to start, acquire or expand a business on Vancouver Island, from first-time business owners to Nation-owned enterprises. Each program has its own eligibility requirements.
For the Business Equity Program (ABFP), expenses incurred before a signed contract are ineligible, and the project is monitored for the life of the agreement.
NEDC also asks applicants to stay directly involved: its guidance says it is your application, not your consultant’s, and that you should communicate directly with your BDO rather than only through a consultant.

Your BDO builds a Loan Request for the Approval Authority and determines which funds you and your project are eligible for.
Stay Involved
NEDC wants to know you are actively involved. Keep in direct contact with your BDO even if a consultant helps with the plan.

As published by NEDC. Your BDO confirms what applies to your project.
Business Planning (75%)
The contribution may not exceed 75% of business planning and support costs.
Capital & Operating (40%)
The contribution may not exceed 40% of eligible capital and operating project costs.
Maximums
Up to $99,999 for entrepreneurs and up to $250,000 for community businesses.
Marketing
ABFP can assist with marketing costs of establishing, expanding or acquiring a business.
Signed Contract First
Expenses incurred before a signed contract are ineligible.
Monitoring
The project is monitored for the life of the agreement.
