What Is the Clarence Campeau Development Fund?

The Clarence Campeau Development Fund (CCDF) was established by the Métis Society of Saskatchewan Inc. in 1997 through an agreement with the Government of Saskatchewan. Its mission is to support Métis entrepreneurs and communities in Saskatchewan with funding, guidance and hands-on business support.

CCDF offers interest-free and interest-bearing loans, non-repayable grants, and support programs for existing clients. Its Business Plan Program lets entrepreneurs hire professional consultants to research and write a business plan that can attract financing. CCDF can consider funding up to 75% of the costs, to a maximum of $10,000.

CCDF and SMEDCO. The SaskMétis Economic Development Corporation (SMEDCO) has helped Saskatchewan Métis entrepreneurs since 1987. SMEDCO’s website is at ccdf-smedco.com. The two organizations’ websites list the same Saskatoon and Regina offices, phone number and board, largely the same staff, and use the same funding application form. Neither website describes the formal relationship, so ask which program suits your project when you call.

Programs for Saskatchewan Métis Entrepreneurs

CCDF describes its programs in three groups: business planning, business loans and grants, and support for existing businesses. SMEDCO offers loan financing and a non-repayable grant. Each program’s amounts and terms are confirmed with a business advisor.

CCDF Business Plan Program

Allows entrepreneurs to engage professional consultants to do the research and planning needed for a business plan that can attract the appropriate financing.

Non-repayable grant

Métis Entrepreneur Equity Program

Provides equity through a non-repayable grant, improving the applicant’s ability to leverage financing from other institutions and agencies.

Interest-free & interest-bearing loans

Business Development Programs

The Business Development Program provides equity through a repayable interest-free loan. The Major Business Development Program supports large-scale opportunities, including the energy and resource sectors, through an interest-bearing loan.

Women and youth (18–39)

Women’s and Youth Programs

Interest-free loans for Métis women and youth, a combined loan-and-grant micro-program for women, and the IWE and IYE programs developed with Indigenous Services Canada and NACCA.

Ocînâs (Community) Program

Helps Métis economic development corporations build capacity, from setting up governance to strategic planning. Communities can access up to 75% of eligible costs, to a lifetime maximum of $10,000.

Loans and a non-repayable grant

SMEDCO Programs

The SMEDCO Loan Financing Program offers secured, interest-bearing loans. SMEDCO’s Métis Assistance Program (MAP) offers a non-repayable grant that helps applicants secure additional financing.

CCDF General Guidelines

CCDF’s general guidelines are that applicants must be of Métis ancestry, operating a business based in Saskatchewan, and that funded businesses must demonstrate viability. SMEDCO’s website lists the same two guidelines.

For the youth and women’s programs, CCDF adds that the business must be for-profit, at least 51% owned by a Saskatchewan Métis youth (18–39) or Métis woman, and that the applicant contributes at least 5% equity.

CCDF lists projects that are not eligible, including political bodies, cultural activities, social programs, residential real estate, commercial real estate held only to lease to others, personal-use assets, bars, pawnshops, payday loans, tobacco, cannabis, most gambling, basic farming and ranching, payment of dividends, most refinancing, and restaurants in large urban centres. Some of these have exceptions.

Personal Financial Statement

Projects under CCDF’s Business Loans and Grants require a personal financial statement in addition to the application form.

A Sound Business Plan

CCDF’s youth and women’s programs state that funded businesses must demonstrate viability through a sound business plan.

Existing Clients

Existing CCDF clients use a separate Management Skills & Business Support application for training and third-party professional support.

Community Projects

Métis economic development corporations use separate Ocînâs (Community) Program applications for new and existing corporations.
